Providing Leadership & Guidance to Advance the Game

These groups provide leadership, expertise and guidance to help USA Football anticipate the needs of the game, strengthen resources and programs, and support the continued advancement of football.

EXECUTIVE COMMITTEE

The Executive Committee is a five-member committee of the Board responsible for key leadership oversight and strategic guidance. It provides executive oversight and direction between Board meetings, addressing high-level leadership and governance matters as they arise. The Committee also offers strategic counsel and guidance to staff to support effective decision-making, organizational continuity, and alignment with the organization’s mission, priorities, and long-term goals.

FINANCE COMMITTEE

The Finance Committee is responsible for supporting the Board’s oversight of the organization’s financial integrity, accountability, and compliance. It monitors the accuracy and transparency of financial reporting, internal controls, and adherence to applicable legal, regulatory, and governance requirements. The Committee reviews and approves financial statements prior to publication, oversees the audit process and independent auditors, and monitors financial risks, investments, and insurance coverage. It also reviews financial reports, budgets, and planning to ensure alignment with the organization’s strategic priorities. In addition, the Committee helps oversee internal audit functions, tax and reporting obligations, and financial risk management practices. Through these responsibilities, the Finance Committee promotes strong financial governance, responsible stewardship of resources, and long-term financial stability for the organization.

GOVERNANCE COMMITTEE

The Governance Committee is responsible for supporting effective governance and leadership succession. Its primary role is to develop, oversee, and execute the nominating process for the Board, committees, and advisory bodies to ensure a qualified and diverse slate of candidates. The Committee identifies and evaluates prospective candidates for Board service and recommends individuals for committee and advisory roles as requested by the Board. In carrying out its responsibilities, the Committee collaborates with the Judicial Committee to vet nominations for potential conflicts of interest or other governance concerns. Through these efforts, the Governance Committee helps strengthen Board composition, promote transparency in the selection process, and support strong organizational governance aligned with the organization’s mission and strategic priorities.

JUDICIAL COMMITTEE

The Judicial Committee is responsible for overseeing ethics, compliance, and grievance-related matters within the organization. It administers and oversees grievances and disciplinary matters in accordance with applicable policies and may hear cases or appoint impartial panels to render decisions. It also develops and annually reviews ethical standards applicable to Board members, staff, volunteers, and member organizations, and investigates matters of ethical concern as needed. In addition, the Committee provides guidance on ethical questions, supports fair and impartial dispute resolution processes, and helps ensure accountability, integrity, and adherence to organizational policies and governance standards.

SELECTION COMMITTEE

The mission of the USA Football Selection Committee is to identify, evaluate, and select eligible athletes for participation in U.S. Men’s and Women’s National Teams. Separate Selection Committees are established for the U.S. Men’s National Team and the U.S. Women’s National Teams. The Selection Committee will have input from National Team scouts and performance staff and will be responsible for all aspects of team selection, making the ultimate recommendation on the team’s roster. This group may be mentioned collectively as the “Selection Committee.” The final approval will be made by USA Football’s Managing Director of High Performance and National Teams.

SPORT DEVELOPMENT ADVISORY GROUP

The mission of USA Football’s Sport Development Advisory Group (SDAG) is to provide leadership and guidance to the organization in its efforts to support youth organizations, develop educational content, and advance the ideals of Football for All and the Football Development Model. SDAG shall advise on the best methods to develop and implement programs, resources, and support for multiple audience types under the Sport Development umbrella, including but not limited to: youth organization leaders and key members, especially coaches; officials working in all football game types and at all levels below elite; girls and women involved with football in any capacity below the elite level; and leaders and supporters of adaptive/special needs football game types.

MEDICAL ADVISORY PANEL

The mission of the Medical Advisory Panel is to provide leadership and guidance to the organization in its efforts to offer current health and safety recommendations across the football landscape. The panel will advise on the applicability of relevant research from the medical and sports science fields. To this end, the panel will provide guidance to USA Football on its health and wellness policies and procedures.

FLAG FOOTBALL COMPETITION COMMITTEE

The mission of the Flag Football Competition Committee (FFCC) is to assist USA Football staff on its sport development initiatives in flag football. The committee’s charge is to assist USA Football’s elevation of the sport by providing strategic insight on the creation and maintenance of a competitive grassroots infrastructure of teams, athletes, coaches, and tournament operators to populate USA Football’s high-performance pipeline. Further, the committee will assist USA Football in the creation of development and support resources positioned to influence the adoption of flag football across the United States.

HIGH PERFORMANCE COMMITTEE

The mission of the High-Performance Committee (HPC) is to provide leadership and assistance to USA Football in its efforts to create, execute, and maintain a high-performance program centered on its adult and junior flag football national teams. The committee’s charge will be to hold USA Football accountable for the principles identified within its High Performance Plan (HPP). In doing so, the committee shall advise on the development of Team USA Football (formerly U.S. National Team Program), the provision of resources and support to program athletes and coaches, and the creation of events focused on the identification, evaluation, and selection of flag national team athletes and personnel. Lastly, the committee shall assist USA Football by providing strategic insight and direction to strengthen flag football’s positioning, both domestically and abroad, as the sport moves toward its Olympic debut in 2028 (Los Angeles).

ATHLETE ADVISORY COUNCIL

Mission: The purpose of the Athletes’ Advisory Council (AAC) is to provide athletes with a meaningful voice within USA Football’s governance structure. The Athletes’ Advisory Council exists to support the mission of USA Football, with a primary focus of ensuring productive and open communication between athletes, USA Football staff, and the Board of Directors.
